…use the RTE development-pw has been removed. 2) extended the cycles that need to copy the previous day RFC timeseries files from 6 to 12 to make sure there is enough RFC timeseries files. When the cycle is less than or equal to 12, the previous day RFC timeseries files will be copied to the working directory.

The RTE configuration and run scripts are updated to enable USGS streamflow DA in the EcFlow real-time runs.
It requires the timeslices files created by the USGS preprocess script.
Note this branch depends on the RTE PR NGWPC/nwm-rte#35 and the MSWM PR at NGWPC/nwm-msw-mgr#124.
